Resumption of operation of the Unified State Electronic System in the field of construction

Please be informed that on March 17, 2022 the Ministry of Regional Development and the Ministry of Construction decided to resume the Unified State Electronic System for Construction, the functioning of which had been actually suspended since the beginning of the military aggression of Russia in Ukraine.

At present, the system is partially working, in particular, it has the functions of downloading project documentation for the construction of facilities, expertise of facilities, obtaining urban conditions and restrictions, obtaining permits in the field of construction (notifications of the beginning of preparatory and construction work, permits for construction work, declarations and certificates of readiness of facilities for operation).

In addition, to date, in practice the bodies of state architectural and construction control have resumed inspections and checks of constructions prior to their commissioning in those regions where there are no active military operations.

However, the register of construction permits, previously available on the web resource “e-construction”, is currently not working. Accordingly, it is not yet possible to track the status of submitted applications for permits in the field of construction through this web resource. Information about the status of consideration of such applications today can only be obtained in a personal electronic office of the Unified State Electronic System in the field of construction or via a hotline of the State Inspectorate for Architecture and Urban Planning (+38044 357-10-05).
